Part III primarily discusses legal issues related to mergers, acquisitions, leasing, share cooperation systems, debt conversion into equity, bankruptcy, and social security in the reform of state-owned enterprises. Part IV primarily addresses legal issues related to financial risk prevention in the reform of state-owned enterprises, such as the transformation of banking systems and the legal preservation of financial claims.
