The proposition that "the constitution is the fundamental law" is well-known to all, but truly understanding and upholding it is not easy. "The law alone is not enough to govern itself," and to make the constitution a part of our lives, in addition to having a "good constitution," what is more important is to cultivate and enhance people's understanding. The content has been significantly revised: First, "Constitutional Supervision" and "Constitutional Litigation" were added to the "Constitutional Implementation" section; second, "Constitutional Subjects and Object Law Acts" and "Constitutional Violations and Their Types" were added to the "Constitutional Relations" chapter; third, "The Protection of Basic Rights and Freedoms of Citizens" was made a separate chapter. These changes indicate: the essence of the constitution lies in limiting state power and protecting individual rights; "where there is a right, there must be a remedy"; constitutional law is a highly practical discipline, and the constitution must be "close to governance" in practice.
