Features: This specification consists of five chapters and five appendices, including General Provisions, Terminology, Bill of Quantities Preparation, Bill of Quantities Pricing, and Bill of Quantities and Pricing Formats. This specification was formulated in accordance with the "Bidding and Tendering Law of the People's Republic of China," the "Measures for the Pricing Management of Construction Project Contracting and Bidding" (No. 107) by the Ministry of Construction, and in line with the requirements of China's construction cost management reform. It follows the principle of national macro-control and market competition in price formation. During the preparation process, the experience of China's pilot projects on bill of quantities pricing for construction projects was summarized, and practices from foreign bill of quantities pricing were adopted. Before its approval and publication, opinions were widely solicited from relevant construction units, project owners, cost consulting institutions, and departments responsible for cost management and bidding and tendering. Multiple discussions and revisions were conducted on the main issues.
