For this revised edition, many new contents have been added based on the documents of the Fourth Plenary Session of the 16th Central Committee of the Party. Strengthening the Party's governance capacity is the requirement of the times and the requirement of the people. In the new century and new stage, under the conditions of both opportunities and challenges at home and abroad, our Party must lead the people of all ethnic groups in building a moderately prosperous society in all respects, continue to advance modernization, complete the unification of the motherland, uphold world peace, and promote common development of all countries. This requires vigorously strengthening the Party's governance capacity. This is a major strategic issue concerning the success or failure of China's socialist cause, the future and destiny of the Chinese nation, and the life and death of the Party as well as the long-term stability of the country. Only by continuously addressing this issue can we ensure that our Party remains the steadfast leadership core in the historical process of building socialism with Chinese characteristics.
