Features: The large-scale formulation and implementation of current tax preferential policies in China, especially those for foreign-related taxes, began in the late 1970s and early 1980s, gradually expanding and deepening along with the deepening reform and opening-up and the transformation of the economic system. Over the decades, tax preferential policies have played a tremendous and historic positive role in accelerating China's economic development, promoting the establishment of the socialist market economy; attracting foreign investment and boosting economic growth; fostering the development of high-tech industries and advancing technological progress; and achieving the country's phased policy goals, laying a foundation for the realization of future policy objectives. The current major tax preferential policies in China have the following characteristics: involving multiple tax types, primarily income tax incentives; diverse tax preferential methods, primarily direct incentives; regionalized and industrialized tax incentives, primarily regional incentives; and targeting various types of economies, primarily export-oriented incentives. Due to the issuance of tax preferential policies in different historical periods, targeting different subjects, and having varying policy trends, along with their large volume and frequent changes, it is often confusing for people. To help taxpayers, tax officials, and other financial and tax professionals such as certified tax agents master China's current effective tax preferential policies, stay updated on the latest policy changes, and better implement and utilize these policies, we have organized and revised the "Tax Planning and Preferential Policies Series" based on the 2001 edition. The series includes four books: "Overview of Tax Preferential Policies," "Tax Preferential Policies and Operational Practices," "Theories and Practices of Tax Planning," and "Tax Preferential Policy Guide." They introduce the current effective tax preferential policies as of March 31, 2004, from different perspectives, along with relevant application and operational procedures. Some are explained in detail with case studies, while others include preferential policies related to specific topics.
