Features: The "Implementation Rules of the Road Traffic Safety Law of the People's Republic of China" were adopted at the 49th executive meeting of the State Council on April 28, 2004, and promulgated by State Council Decree No. 405, coming into effect on May 1, 2004. It consists of eight chapters and 115 articles, including General Provisions, Vehicles and Drivers, Road Traffic Conditions, Road Traffic Regulations, Traffic Accident Handling, Law Enforcement Supervision, Legal Liability, and Supplementary Provisions. To facilitate readers' study and implementation of these rules, this book appends the "Road Traffic Safety Law of the People's Republic of China," as well as the newly issued "Procedures for Handling Road Traffic Offenses," "Procedures for Handling Traffic Accidents," "Procedures for Applying for and Using Motor Vehicle Driver Licenses," and "Procedures for Registering Motor Vehicles," all of which were also implemented starting from May 1, 2004. This book also includes excerpts from "Road Traffic Signs and Markings (GB5768—1999)," the "Rules for Traffic Police Hand Signals (Trial)," and current regulations of relevant ministries, commissions, and bureaus on China's vehicle scrapping policies. This book is available for study and use by traffic police, motor vehicle management personnel, drivers, pedestrians, passengers, and all participants in road traffic activities.
