Features: In recent years, issues affecting the usability of residential projects have occurred frequently, resulting in dissatisfaction. To adapt to the needs of the market economy and the new situation, it is essential to strengthen cost control in residential projects, improve quality, increase the technological content, and enhance living environments. Based on past experience and extensive feedback from various parties, experts and scholars from the Ministry of Housing and Urban-Rural Development, the Chinese Academy of Engineering, Tsinghua University, the Beijing University of Civil Engineering and Architecture, and Tongji University have comprehensively and systematically evaluated the concepts and methods for cost control at different stages of residential projects, the differences between budget prices and material costs, construction techniques, key points in inspection, evaluation, and testing, quality requirements and allowable deviations, cost control basis, procedures, and principles, as well as the methods and techniques for quality control during construction supervision, and the pre-control, in-process control, and post-control of engineering quality. This ensures the cost control and quality objectives of residential projects, thereby improving standards and economic benefits.
