The No. 87 Construction Ministry Decree signed by Minister Yu Zhengsheng of the Ministry of Construction announced the new "Regulations on the Qualification Management of Construction Enterprises" (hereinafter referred to as "Regulations"), which took effect starting from July 1, 2001. This manual is based on the "Regulations" and provides a detailed discussion on aspects affecting construction enterprises, such as qualification standards. It also focuses on the qualification management of construction enterprises for building projects, civil engineering projects, decoration and renovation projects, and installation projects of power lines, pipelines, and equipment, tailored to the specific circumstances of enterprises. This manual is of significant guidance value for more than 100,000 construction enterprises nationwide in re-evaluating their qualification levels. It is currently the most professional book in China dedicated to discussing the qualification management of construction enterprises.
The new "Regulations on the Qualification Management of Construction Enterprises" categorize the qualifications of construction enterprises into three major sequences: general construction contracting, specialized contracting, and labor subcontracting. The new "Standards for Qualification Management of Construction Enterprises" further refine these three sequences. The qualifications of general construction contracting enterprises have been re-divided into 12 categories, those of specialized contracting enterprises into 60 categories, and those of labor subcontracting enterprises into 13 categories. This manual serves as an important reference material for government authorities (provincial/ministerial bureaus, construction commissions, municipal bureaus, quality inspection stations, supervision stations, tendering offices), engineering construction units (various construction project command posts, owners, infrastructure departments (offices), engineering survey and design units (institutes, offices, and departments)), construction units (construction companies, decoration companies, municipal companies, highway and traffic engineering companies, road and bridge companies, real estate companies), project managers of construction units, cost estimators, tendering personnel, construction personnel, and acceptance personnel. It is also a valuable teaching resource for university libraries, information rooms, and students and faculty in related fields.
