Growing pain or arthritis, how to check

The child is 11 years old and has been experiencing frequent knee pain since the age of 4 or 5. They visited the Sixth People's Hospital, where they were told the child was too young and advised to follow up. The pain usually occurs during periods of heavy physical activity, when exposed to cold, or at night. Now, the child can barely wear a skirt in air-conditioned rooms during the summer. I don't think it's growing pains anymore. How can I differentiate between growing pains and arthritis, and what tests are needed? Thank you!
