Legal environment for the development of non-public sector economy

Features: Individual economy, private economy, and other non-public sector economies are important components of the socialist market economy. Non-public sector economies have developed rapidly in China, demonstrating great vitality in fierce market competition and becoming a new important growth point for the country's national economic development. Non-public sector enterprises enjoy the same treatment as other enterprises in terms of investment and financing, taxation, land use, and foreign trade, further emphasizing and clarifying the policies and measures to encourage and support the development of non-public sector economies. This book aims to provide references for relevant theoretical researchers and practical workers and to draw more attention from comrades to the development environment of non-public sector economies. To further study effective methods and approaches for promoting the development of non-public sector economies from the policy and legal perspective, the National Committee on Social and Legal Affairs of the Chinese People's Political Consultative Conference conducted an investigation and research on the topic "Creating a Sound Legal Environment for the Development of Non-Public Sector Economies" and held a special symposium from October 26 to November 1, 2003, in Nanjing, Jiangsu Province. The symposium heard opinions from relevant experts and exchanged research findings from the social and legal affairs committees of 34 provinces, autonomous regions, municipalities, and sub-provincial cities. The 16th National Congress of the Communist Party of China clearly stated that "it is necessary to firmly encourage, support, and guide the development of non-public sector economies." The Third Plenary Session of the 16th Central Committee of the Communist Party of China passed the "Decision of the CPC Central Committee on Several Issues Concerning the Improvement of the Socialist Market Economy," proposing "to vigorously develop and actively guide non-public sector economies," "to relax market access restrictions, allowing non-public capital to enter infrastructure, public utilities, and other industries and fields that are not prohibited by laws and regulations. Non-public sector enterprises enjoy the same treatment as other enterprises in terms of investment and financing, taxation, land use, and foreign trade," further emphasizing and clarifying the policies and measures to encourage and support the development of non-public sector economies. Implementing the spirit of the 16th National Congress and the Third Plenary Session of the 16th Central Committee regarding the development of non-public sector economies, exploring ways to integrate the basic socialist system with the market economy, improving the legal environment for the development of non-public sector economies, and continuing to promote the healthy and rapid development of non-public sector economies are important tasks for a considerable period in the future. To this end, the Office of the National Committee on Social and Legal Affairs of the Chinese People's Political Consultative Conference compiled the special research findings of the National Committee on Social and Legal Affairs of the Chinese People's Political Consultative Conference and the social and legal affairs committees of 34 provinces, autonomous regions, municipalities, and sub-provincial cities, as well as the research findings of members Liu Jiachen, Xiao Zhuoji, Bian Yaowu, and Yang Haikun, and professors Wang Weiguo and Liu Junhai, into the book "The Legal Environment for the Development of Non-Public Sector Economies," aiming to provide references for relevant theoretical researchers and practical workers and to draw more attention from comrades to the development environment of non-public sector economies.
