Features: Facing the global economic, technological, and talent competitions of the 21st century, the educational reform wave sweeping across countries is focused on cultivating high-quality individuals capable of meeting future societal challenges and enhancing the overall quality of the nation to ensure its competitiveness. Amid this wave of educational reform, China has also taken steps in its own educational transformation. Since the mid-1980s, the central government has repeatedly emphasized the need to improve the quality of the Chinese nation, explicitly defining "enhancing national quality, producing more and better talent" as the fundamental task of educational reform. Recently, the Central Committee's "Outline for the Reform and Development of China's Education" further clarified: "Primary and secondary schools should shift from 'exam-oriented education' to a track of comprehensively improving national quality, focusing on all students and comprehensively enhancing their ideological and moral, cultural and scientific, labor skills, and physical and psychological qualities, promoting their vibrant development." Thus, the task of implementing quality education in basic education to facilitate the transformation of education has historically fallen on the shoulders of educators. However, during a certain period, we lacked a clear understanding and in-depth exploration of the connotations and theoretical basis of quality education, leaving us uncertain about how to implement it. Theoretical impoverishment inevitably leads to confusion in practice. To successfully implement quality education and make the task of enhancing national quality a reality, it is essential to first seek breakthroughs in theory. To this end, since 1990, we have organized teachers, educational administrators, and educational theorists within the province to systematically study a series of theoretical issues related to quality education, starting from exploring basic concepts and investigating the current state of school education. We promptly translate the results of theoretical research into the decisions of educational administrators, into the consensus of educators across the province, and into the proactive actions of educators in actively implementing quality education. Over the past three years, our work has achieved significant breakthroughs in the reform of basic education, particularly in primary education, and has laid a solid foundation for implementing quality education, showing encouraging momentum. This book includes: the background and significance of the proposal for quality education; the concept, structure, and characteristics of human quality; collective quality; human quality and social development; the concept and characteristics of quality education; the construction of quality education goals; the content of quality education; the implementation of quality education; and the evaluation of quality education.
