Since its founding on July 1, 1921, the Communist Party of China has gone through 78 years of storms and struggles in the Chinese revolution and the tortuous process of socialist construction. History has told us and will continue to prove: only the Communist Party can save China; only the Communist Party can lead the Chinese people to achieve the grand goal of socialist modernization. The Communist Party of China, as the leading core force of China's socialist cause, is irreplaceable.
Under the leadership of Mao Zedong, the first generation of the Party's leadership collective, guided by Marxism-Leninism, combined the theory of Party construction with the specific realities of China, and successfully implemented the great project of Party construction according to the Party's political line. It established a set of distinctive theories of Party construction with Chinese characteristics and built a "Communist Party of China with a nationwide scope, mass participation, and complete ideological, political, and organizational consolidation" (Selected Works of Mao Zedong, Volume 2, page 602, People's Publishing House, 1991 edition). It also successfully led the Party to complete the great task of the new democratic revolution and achieved the great transformation from a revolutionary party to a ruling party.
Under the leadership of Deng Xiaoping, the second generation of the Party's leadership collective, Marxism-Leninism and Mao Zedong Thought were creatively applied to contemporary China. Focusing on the question of building a Party that is what kind and how to build it under the conditions of reform and opening up and modernization, it launched a new great project of Party construction.
Under the leadership of Jiang Zemin, the third generation of the Party's leadership collective, facing the future of the new century, it scientifically summarized the practical experience and lessons of the Party in ideological construction, theoretical construction, political construction, organizational construction, and style construction since reform and opening up. It is leading the entire Party to continue advancing this new great project and has clearly put forward the overall goal of Party construction in the new era: to build a Marxist Party armed with Deng Xiaoping Theory, dedicated to serving the people wholeheartedly, fully consolidated ideologically, politically, and organizationally, able to withstand all risks, always stay ahead of the times, and lead the Chinese people in building socialism with Chinese characteristics.
The 15th National Congress of the Party tells us that China is in the primary stage of socialism, a stage of underdeveloped socialism. This means that our country has a large population, a weak foundation, uneven regional development, and the level of productive forces has not been fundamentally changed. The socialist system is not yet perfect, the socialist market economy system is not yet mature, and socialist democracy and the rule of law are not yet sound. Feudalism, capitalist decadent ideas, and the habits of small production still have a broad influence in society. We must, over a fairly long historical period, achieve the industrialization of the country and the socialization, marketization, and modernization of its economy. This is an irreversible historical stage.
In the past, the construction of the Party has achieved great success, ensuring the smooth progress of China's reform and opening up and modernization in the nearly two decades. However, we should recognize that the transition from a traditional planned economy to a market economy, moving from long-term isolation to comprehensive openness, shifting from a relatively single public ownership economy to a variety of forms of public ownership, and establishing a pattern where public ownership coexists with multiple other economic components, and building political and cultural systems adapted to the new economic system on this basis, is a difficult transformation process, intertwined with the adjustment of various interest relationships and complex contradictions. This inevitably brings many new situations and issues to the construction of the Party in the new era and puts forward new research topics for the construction of the Party in the new era.
Exploring and researching new issues, solving new contradictions, requires a down-to-earth pragmatic spirit and an unyielding scientific attitude. At the same time, it also requires us to break free from the constraints of dogmatism and outdated concepts, creatively proposing new ideas, measures, and approaches.
