Chapter 5 discusses the classification of public expenditures and their economic impacts; Chapter 6 focuses on examining the growth trend of public expenditures, tracing the relevant public expenditure growth models to explain the various factors leading to the growth of public expenditures. Chapter 7 analyzes the efficiency of public sector budget decision-making, mainly introducing two methods for conducting efficiency analysis of public sector budget decisions: opportunity cost analysis and cost-benefit analysis.
