Features: The New Financial and Economic Classics is a national financial research project approved by the Chinese Financial Society and the Institute of Financial Research of the Ministry of Finance in 1999. This book was launched at the turn of the century with the aim of better adapting to the needs of the knowledge economy era in the 21st century, providing a new type of classic that combines theory with writing for faculty and students of financial and economic colleges and universities, as well as practical workers in the financial and economic field. Barbara Tuchman once said, "Books are the carriers of culture. Without books, history would have no records, documents would be silent, science would be incomplete, and thought and reflection would come to a standstill. They are the engine of change, the window to the world, and the lighthouse standing in the ocean of time." We have published several volumes of The New Financial and Economic Classics, striving to make them embody the characteristics of "refinement, innovation, and distinctiveness." "Refinement" means striving to create a high-quality work with a strong cultural taste, practicality, and readability. "Innovation" means having foresight, reflecting the characteristics of the times, guided by the spirit of the 15th National Congress of the Communist Party of China, focusing on the financial and economic management of the new century in China, and using new perspectives, new ideas, and new theories to study new problems in financial and economic work, giving the classics a brand-new combination. "Distinctiveness" means writing in a standardized style, integrating financial and economic knowledge into the writing, and creating a new type of classic that combines financial theory with practical application.
The structure and format of The New Financial and Economic Classics have been explored and argued by the chief editor. Each volume adopts a four-block structure: "Introduction," "Professional Knowledge," "Writing by Genre," and "Appendix." The "Introduction" is designed to help readers gain a general understanding of the volume, enter the professional role, and leave them with a good impression of "benefiting from the first page and finding it engaging." The "Professional Knowledge" focuses on new economic policies (including regulations), new economic information, and new economic knowledge, striving to reflect the latest reform dynamics, achievements, development trends, major academic schools, and main ideas and viewpoints in this field and department. The "Writing by Genre" emphasizes the teaching and mastery of knowledge and the improvement of writing skills, striving to inspire readers' interest in reading and writing, guiding their thinking and imitation. The "Appendix" has greater flexibility, providing readers with knowledge that is necessary for writing and cannot be accommodated in the above three sections as much as possible.
The leading units for planning, editing, and reviewing The New Financial and Economic Classics are the Hunan Provincial Department of Finance and Hunan Financial and Economic College. Participating units include: the Chinese Financial Society, the Institute of Financial Research of the Ministry of Finance, the China Financial and Economic Publishing House, the Central University of Finance and Economics, Jinan University, East China Normal University, Hunan Administrative College, and Hunan Financial and Economic University, among other higher education institutions.
The currently published volumes of The New Financial and Economic Classics include: the Finance volume, the Taxation volume, the Finance volume, the Accounting volume, and the Judicial volume. Additional volumes will be published as needed. During the writing process, the authors extensively referred to the works of predecessors and scholars, either citing relevant viewpoints or quoting relevant content. Due to space limitations, we cannot list them all here, but we extend our sincere gratitude! The introductions of the five volumes were revised by Yin Guoming, a professor and doctoral supervisor at East China Normal University. We sincerely thank him. Due to the urgency of time and limited expertise, any shortcomings in the book are kindly requested to be pointed out by experts and readers.
