II. Administrative Evolution
Fengtai District was established in January 1949, covering Fengtai Special District and District 1 of former Hebei Province Wanyuan County, including Fengtai and Lugouqiao Towns and 17 villages①, with an area of 63 square kilometers. In April of the same year, Fengtai District was changed to the 25th District of Beiping City. In June, the 16th District (Baiyunguan) was abolished, with its jurisdiction including Qingta, Jinjia Village, the southern 18 villages of Nanhongwo, and Guang'anmen Street merged into the 25th District. The four villages of Gaojiapu, Guzhuang, Lifatu, and Efang in the 25th District were placed under the jurisdiction of Daxing County, Hebei Province. In July, the 25th District was changed to the 15th District of Beiping City, with an area of 143 square kilometers. It had three towns (Fengtai, Lugouqiao, and Xihongmen Town), one street (Guang'anmen Guanxiang), 40 villages②, and 208 natural villages. In October, Xihongmen Town was placed under the jurisdiction of the 14th District of Beijing City.
In May 1950, the 18th District (Changxindian) was abolished, with its jurisdiction including one town (Changxindian), 13 villages③, and 25 natural villages, which were merged with the 15th District. In August 1951, Guang'anmen Guanxiang was placed under the jurisdiction of the 8th District. The 15th District was renamed the 12th District of Beijing City. The district had three towns (Fengtai, Lugouqiao, and Changxindian), 53 villages, and 230 natural villages, with an area of 226.7 square kilometers.
In August 1952, the 12th District was changed to Fengtai District. In June 1953, the 54 villages of the entire district (Lugouqiao Town had already been changed to a village) were divided into 43 townships④, with Fengtai Town and Changxindian Town remaining unchanged. In March 1956, Beijing City adjusted some district divisions, with Xiaomachang, Nanhongwo, Beiwujiensi, Santongbei, Sanyi'an, and Ganshiqiao in Fengtai District being placed under Xuanwu District. The Zhenluguo Village Township (Jiaobao, Xiaocaoqiao, and Zhenluguo) in Nanyuan District and the villages of Liyuan, Dagou, and Dahuichang in the Jingxi Mine Area (Mentougou) were placed under Fengtai District. At the same time, the 43 townships in the entire district were merged into 11 townships⑤, with Fengtai and Changxindian Towns remaining unchanged.
In June 1958, the establishment of Shijingshan District, Nanyuan District, and Liangxiang County in Beijing City and Hebei Province were abolished. Most of Shijingshan District was merged into Fengtai District. The Huafang Township in Nanyuan District and the four sub-districts of Dahongmen, Dongtiyaoying, You'anmen, and Nanyuan were placed under Fengtai District. The three townships of Weigezhuang, Nangangwa, and Diancun in Liangxiang County and the village of Yangjuantou were also placed under Fengtai District. In December, the Diancun Township was again placed under Zhoukoudian District. At this time, Fengtai District had 18 townships⑥, 13 sub-districts⑦, and an area of 388.3 square kilometers.
In August of the same year, during the People's Commune movement, five people's communes⑧ with a combination of administrative and commune functions were established in the entire district. In October 1960, the Malandao Sub-district was placed under Xuanwu District. In July 1963, the Shijingshan Area established the Shijingshan Sub-district Office of Beijing City, specializing in urban work and directly under the leadership of the Municipal People's Committee. The Shijingshan People's Commune remained under the leadership of Fengtai District.
In August 1967, the establishment of Shijingshan District was restored, and the Shijingshan Commune was subsequently placed under Shijingshan District. Thereafter, the scope of the district remained unchanged until the end of 1990. The district had six townships, 295 natural villages, 12 sub-districts, and two area sub-districts (Fangzhuang and Wanyuancheng). The area was 304.2 square kilometers.
