Features: The current road traffic regulations are increasingly inadequate to address the severe challenges faced by road traffic. This is primarily manifested in the following aspects:
First, the phenomenon of road traffic congestion is on the rise, particularly in medium and large cities, which severely impacts people's work and daily lives and has become a hot topic of social concern. The chaos in road traffic order has become a major hidden danger threatening the safety and smooth operation of road traffic.
Second, road traffic accidents occur frequently, posing a threat to people's lives and property safety. China ranks first in the world in terms of road traffic accident fatalities, causing significant losses. Taking the year 2000 as an example, Chinese public security organs handled a total of 616,971 road traffic accidents, resulting in 98,553 deaths, 418,721 injured persons, and direct economic losses of 2.67 billion yuan.
Third, the traffic safety awareness and legal consciousness of road traffic participants are weak, and traffic violations are rampant.
