On March 15, 2001, the Fourth Session of the Ninth National People's Congress approved the "Outline for the Tenth Five-Year Plan for National Economic and Social Development," in which the adjustment of the industrial organization structure is a key component. The "Outline" states that the optimization of the industrial organization structure should follow the principles of specialized division of labor and cooperation, economies of scale, a market mechanism of survival of the fittest, and macroeconomic regulation. This should aim to form a pattern of moderate concentration within industries, full competition among enterprises, dominance by large enterprises, and coordinated development between large and small enterprises. Through listings, mergers, joint ventures, and reorganizations, a group of large companies and enterprise groups with well-known brands and independent intellectual property rights, with a focus on core businesses and strong core competitiveness, should be formed to enhance industrial concentration and product development capabilities. Policies should be implemented to encourage the development of small and medium-sized enterprises (SMEs), improve the service system for SMEs, and promote SMEs to develop in the direction of "specialization, precision, uniqueness, and innovation," enhancing their ability to cooperate with large enterprises.
