Features: The "Regulations on Safety Production in Construction Projects" (hereinafter referred to as "The Regulations") were passed by the 28th Executive Meeting of the State Council on November 12, 2003, and will be promulgated and implemented soon. To facilitate in-depth study of "The Regulations" by administrative personnel of construction departments at all levels, relevant professionals in the construction industry, and legal practitioners, and to enable accurate understanding and grasp of the basic principles and systems established by "The Regulations," the Agricultural Resources and Environmental Protection Legal Department of the State Council Legal Office, the Policy and Regulations Department of the Ministry of Construction, and the Engineering Quality and Safety Supervision and Industry Development Department organized the compilation of "Interpretation of the Regulations on Safety Production in Construction Projects" (hereinafter referred to as "The Interpretation").
"The Regulations" consists of eight chapters and seventy-one articles, mainly stipulating the safety responsibilities of constructors, surveying units, design units, construction units, engineering supervision units, and other units related to construction projects, as well as supervision and management of safety production, emergency rescue and investigation and handling of production safety accidents. To facilitate in-depth study of "The Regulations" and enable accurate understanding and grasp of the basic principles and systems established by "The Regulations," the Agricultural Resources and Environmental Protection Legal Department of the State Council Legal Office, the Policy and Regulations Department of the Ministry of Construction, and the Engineering Quality and Safety Supervision and Industry Development Department organized the compilation of "Interpretation of the Regulations on Safety Production in Construction Projects" (hereinafter referred to as "The Interpretation").
"The Interpretation" provides authoritative explanations for each article of "The Regulations," offers necessary explanations on the legislative background, significance, and related concepts, and also includes relevant laws, regulations, rules, and normative documents. "The Interpretation" serves as a reference tool for administrative departments of construction at all levels, construction quality and safety supervision institutions, constructors, surveying and design units, construction units, engineering supervision units, and construction industry professionals. It is also an important reference material for legal practitioners and the general public in studying and researching the legal system of safety production management in construction projects.
