With the increasing promotion and introduction of procedural justice in China's legal academia in recent years, people's understanding of the role of sound procedures in national law has become more widespread and profound. We must face the reality that, although we are shifting away from the traditional legal model that emphasizes substance over procedure, and have placed considerable importance on procedural value in open trials, the field of administrative law in China has still only made initial efforts in establishing basic procedural systems, which remain in their early stages.
