Features: In recent years, the issue of atmospheric pollution has become increasingly severe in developing countries in Southeast Asia due to the accelerated development of urbanization and industrialization. Moreover, the technologies and measurement techniques for reducing pollution sources are often not widely adopted, making it difficult to effectively prevent and control atmospheric pollution. On the other hand, Japan has experienced serious environmental pollution problems during its rapid economic growth, but through administrative measures and active collaboration with the industry, it has achieved remarkable results in atmospheric pollution prevention. We believe that the professional knowledge and experience accumulated in the process of atmospheric environmental protection measures will be highly beneficial to developing countries. For this purpose, the Ministry of the Environment of Japan began to develop a series of manuals on atmospheric pollution control measures for major industrial sectors in 1995, tailored to the actual needs of each region, with the aim of promoting and popularizing this cause.
In 1995 and 1996, seminars were held with the focus on China's thermal power generation and steel industries, based on actual situation surveys conducted in China and the formulation of manual plans. After exchanging opinions with administrative personnel and relevant managers from enterprises, manuals on atmospheric pollution control measures for the thermal power generation and steel industries were compiled. Similarly, in 1997 and 1998, manuals were developed for the non-ferrous metals industry (aluminum and copper manufacturing) and the cement manufacturing industry; in 1999 and 2000, manuals were created for the glass manufacturing and fertilizer manufacturing industries.
This manual is designed for environmental protection administrative personnel and industrial pollution prevention technicians in developing countries and is distributed to relevant institutions across these regions. We hope that the relevant personnel will make full use of this manual in the future to promote the implementation of atmospheric pollution prevention strategies in developing countries.
