The third level utilizes environmental economics methods and the World Bank's latest wealth measurement methods to calculate the ecological costs and wealth composition of Qinhuangdao City's socio-economic development, and on this basis, measures the city's sustainable development capacity.
The fourth level, building on the research of the previous three levels, proposes stage goals and strategies for Qinhuangdao City's ecological environment construction, protection, and sustainable development.
