Is this phenomenon present only when you are outside, or also when you are at home? If it occurs only outside, there are two possible reasons. One is that the wind outside is stronger, and the baby has not fully recovered. The other possibility is that the baby might have conjunctivitis, similar to adults, where blowing wind causes tearing.
Advice: Tearing in the wind could be due to an allergy to cold air or eye inflammation. It is recommended to first visit an ophthalmologist for a follow-up to rule out eye inflammation. If it is not eye inflammation, there is no need for special treatment.
