If you must say you have read a Chinese version of a book specifically on public sector strategic management, then you must be reading this one. In fact, public sector strategic management is not a blank area in academic research. As early as the 1980s, scholars such as Paul C. Nye and Robert W. Markov in the United States began researching public sector strategic management. Public sector strategic management emerged as an important component of the "New Public Management Movement" and the "(New) Public Administration" paradigm, deeply influenced by corporate strategic management, to the point that its research and discussion are always inseparable from corporate strategic management. After nearly 20 years of development, public sector strategic management has now become an important branch of management, and as a discipline, it has taken shape, forming its own scientific theories and research methods. In China, due to the recent rise of the MPA program, public sector strategic management is almost a blank area in academic research. In this context, it is indeed a Herculean task to write a textbook on public sector strategic management suitable for Chinese learners. Undoubtedly, the role of strategic management in the public sector is becoming increasingly important. The saying "If you do not plan for the whole, you cannot plan for a part; if you do not plan for the long term, you cannot plan for the short term" perfectly captures this meaning. As human society enters the 21st century, the environment faced by the public sector is becoming increasingly complex, volatile, and diverse, and the interaction between the external environment and the public sector is becoming deeper and broader. Therefore, strategic management is gaining increasing attention from the public sector. Strategic management is not only the most important type of management, but also the most challenging. To achieve effective strategic management requires unremitting efforts from all sides, including the demonstration of managerial talent and the theoretical research on strategic management by scholars. Only by guiding practice with theory can we avoid detours in practice and improve efficiency. Therefore, studying strategic management and conducting theoretical discussions are driven by practical needs, compelling us to pursue them. Currently, China is in the midst of transforming and deepening its public sector reforms. To maintain the reform direction and achieve sustainable development of the public sector, we need to strengthen strategic management, and we call for the emergence of high-quality strategic managers. We wrote this book precisely out of this conviction, aiming to enable more people to learn about strategic management and to welcome more people into the MPA. This is our pursuit, and we hope that this book can plant the necessary knowledge in your heart and sow the seeds of hope for harvest. This book is divided into two major sections. The first six chapters provide an overview of the basic theories of strategic management, including the process, methods, and organization of public sector strategic management. The last four chapters analyze how strategic management is carried out and realized in different sectors, with a stronger emphasis on practicality. To effectively explain strategic management, this book uses numerous charts interspersed with accessible text and carefully designed layouts, striving to provide readers with a pleasant reading experience.
