Part 1—Theory of Credit and Credit Systems. It explores the connotation and extension, characteristics, and functions of credit and credit systems, as well as their historical evolution and comparative analysis. It analyzes the positive and negative impacts of credit systems on economic development. It elaborates on the establishment of China's credit system, the manifestations of its shortcomings, the harms caused by these shortcomings, and their root causes, demonstrating the necessity of credit system construction. In light of the current situation, it forecasts the future, proposing how to build a unified, open, and fair modern credit system under the new circumstances of economic globalization and financial liberalization.
Part 2—Micro-Analysis of Modern Credit System Construction. Governments, enterprises, and natural persons are the micro entities in credit activities. The construction of credit systems for these micro entities is the cornerstone of modern credit system construction. This part employs advanced international quantitative analysis methods (such as the Analytic Hierarchy Process, Principal Component Analysis, Multiple Regression Analysis, and Discrete Probability Analysis) to analyze the credit risk rating systems, credit risk quantification systems, credit limit control systems, and credit risk organizational systems of micro entities.
Part 3—Macro-Analysis of Modern Credit System Construction. This involves an in-depth analysis of the legal, policy, and humanistic environments required for establishing a modern credit system from a macro perspective. This part first emphasizes the legal foundation of modern credit system construction. It examines the relationship between credit, credit systems, and law, the legal framework of modern credit systems, and the adjustments and development of credit legislation after China's entry into the WTO. Secondly, the policy environment for modern credit system construction focuses on analyzing the policy environment for building modern credit systems. It highlights the repositioning and transformation of government functions based on a country's specific conditions. It also compares credit systems led by the government and those led by society, proposing a model for the construction of China's modern credit system. Lastly, the humanistic environment for modern credit system construction primarily discusses the relationship between credit systems and morality, as well as how to gradually foster a positive atmosphere of integrity and ethical conduct throughout society. Throughout the book, the concept of integrity is upheld, with bank credit as the main thread. It draws lessons from history to construct and improve a credit system that meets the requirements of the market economy in China.
