What is the reference value for Down syndrome?

Patient's question:

I would like to ask about, Down syndrome. Its reference value is 1/250, but I tested 1/338, and the doctor said it's in the critical range. Does this prove that my baby has any issues? Is it intellectual disability or mental retardation? Will my baby become smarter later? Thank you.
Medical history and treatment effectiveness: No care has been given.
Help needed: Please explain in detail what the worst consequences of Down syndrome are. Can the baby become smarter later? If it's in the critical range, can the baby still be kept?

Doctor's answer:

Dear Consultee,
Hello, the Down syndrome screening is only preliminary and cannot conclusively prove that the baby has an issue. Even a positive result does not necessarily indicate that the baby has developmental abnormalities! Further amniocentesis is required for diagnosis in this case. Your doctor should inform you of the specific situation after a thorough examination. Do not worry too much, as the probability of having a 21 trisomy syndrome is very small! It is recommended that you undergo further tests to see the results.
