Is it normal for newborns to have convulsions?

This is commonly seen in ischemic-hypoxic encephalopathy, birth injuries, intracranial hemorrhage, central nervous system infections, brain developmental malformations, congenital metabolic disorders, and more.
Treatment primarily focuses on addressing the underlying cause, followed by managing the seizures. Unless the seizures manifest as apnea, anticonvulsants are typically not required during the seizure episode, as they are usually self-limiting and rarely endanger the neonate's vital functions.
