Features: After the establishment of criminal law in the early years of the People's Republic of China, although it experienced a period of stagnation due to political movements, it began to revive after the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China and gradually developed a prosperous and flourishing path. Especially in the recent two decades, criminal law research has made remarkable progress, producing numerous outstanding achievements, thus becoming one of the most developed major disciplines in China's legal field. Over the more than 50 years since the establishment of criminal law in the People's Republic of China, nearly 3,000 books and tens of thousands of papers have been published. In the face of such fruitful research achievements, summarizing its accomplishments, reflecting on its gains and losses, and providing guidance for the further development of criminal law have become extremely urgent. This requires a systematic organization of the research achievements over the past few decades, selecting representative research outcomes that reflect the development of criminal law and have significant academic value from the vast number of papers published in hundreds of journals and collections, compiling them into thematic volumes to provide convenience for the research and study of the present generation and preserve representative research materials for future generations.
Led by professors Gao Mingxuan and Zhao Bingzhi, the criminal law research team at the Institute of Criminal Law Research of Beijing Normal University has always attached great importance to the organization and collection of criminal law research materials while engaging in theoretical research. Over the years, they have published several highly influential academic compilations, such as A Review of Criminal Law Research in the People's Republic of China (1949–1986) (edited by Gao Mingxuan, Henan People's Publishing House, 1986); A Review of Criminal Law Amendment Research (edited by Zhao Bingzhi, China University of Public Security Press, 1990); Research on Controversial Issues in Criminal Law (edited by Zhao Bingzhi, Henan People's Publishing House, 1996); Fifty Years of Criminal Law in the People's Republic of China (edited by Gao Mingxuan and Zhao Bingzhi, China Press, 2000); The Development of Criminal Law Research in the People's Republic of China (compiled by Gao Mingxuan and Zhao Bingzhi, China Press, 2002); New Trends in Criminal Law (edited by Liu Zhiwei, China University of Public Security Press, 2005), and so on.
To inherit the success of the aforementioned works and gather the latest frontiers of criminal law research, professors such as Zhao Bingzhi, while working at the Research Center of Criminal Law under the China University of Political Science and Law, had once contemplated compiling a series of works to systematically organize the research achievements of criminal law since the founding of the People's Republic of China. However, due to certain reasons, this plan was not implemented. In August 2005, professors Zhao Bingzhi, Lu Jianhu, and several other scholars joined Beijing Normal University as the first batch of members and established the first physical Institute of Criminal Law Research in China. After multiple studies and discussions, it was decided to organize a dedicated team to compile and publish the Comprehensive Collection of Criminal Law Research. This series will organize the content related to important issues in criminal law into separate volumes, serving as a large-scale academic reference work that integrates thematic reviews, selected representative papers, and an index of research works. It serves as an important window to comprehensively display the research achievements of criminal law in the People's Republic of China, a shortcut for researchers and learners of criminal law, and a centralized source of authoritative or valuable guidance or reference for criminal law practitioners.
To ensure the high-quality and timely publication of this series, the criminal law research team at the Institute of Criminal Law Research of Beijing Normal University has attached great importance to this project, demonstrating strong unity, investing significant time and effort, and has appointed Professor Gao Mingxuan, the honorary president of the institute, as well as Professor Ma Kechang, Professor Wang Zuofu, and Professor Chu Huazhi as academic consultants for this series. A editorial board has been established, chaired by Professor Zhao Bingzhi, the president of the institute, with Professor Lu Jianping, the executive vice president, and professors Li Xihui, Huang Feng, Zhang Yuanguang, Liu Zhiwei, Wang Xiumei, and Li Hanjun as members, responsible for planning, determining authors, and guiding key issues encountered during the compilation process. An editorial office has also been set up, chaired by Professor Liu Zhiwei, with Associate Professors Yin Jianfeng and Zuo Jianwei as deputy chairs, and doctoral lecturers Huang Xiaoliang, Liu Ke, and Yuan Bin, as well as doctoral students Zhou Guoliang and Du Miao as members, responsible for coordinating editorial and publishing matters.
The writing team for this series is primarily composed of researchers from the Institute of Criminal Law Research of Beijing Normal University, along with some postdoctoral researchers, doctoral students, and some doctoral students from the Department of Criminal Law at the Law School of the China University of Political Science and Law. Each volume is compiled by teachers, doctoral students, or recently graduated doctoral candidates who specialize in or have a keen interest in the corresponding thematic topic. Considering the vast scale and time required for the compilation of this series, which covers dozens of thematic topics in general and specific criminal law, it has been decided, in consultation with China University of Public Security Press, to publish the volumes in batches based on the nature of each topic, the completion progress, and the scale of the manuscripts.
Lastly, it should be noted that the Comprehensive Collection of Criminal Law Research is compiled based on publicly published papers and published works. Without the hard work of the original authors of these papers and books, this series would not have been possible. We extend our heartfelt gratitude and highest respect to them. Due to the limitations of the academic expertise, summarization and synthesis capabilities, as well as the time constraints of the compilers, there may be inaccuracies or imperfections in the summaries and introductions of the original authors' views. We kindly ask for the understanding of all authors and readers. At the same time, we welcome readers to provide valuable feedback so that we can continuously improve in future compilation and revision work.
