Features: "The New Regulations of the People's Republic of China" is the official version of the legal and administrative regulations compiled and published by the state. It is the designated publication for listing departmental rules filed with the State Council. This compilation includes the following content: laws and decisions on legal issues passed by the National People's Congress and its Standing Committee within the previous month, administrative regulations and regulatory documents promulgated by the State Council, departmental rules filed with the State Council, and judicial interpretations published by the Supreme People's Court and the Supreme People's Procuratorate. The content in this compilation is organized in the following order of categories: Laws, Administrative Regulations, Regulatory Documents, Departmental Rules of the State Council, and Judicial Interpretations. Within each category, items are arranged in chronological order of promulgation. The directory of local regulations and local government rules filed with the State Council follows the administrative division order approved by the State Council in 1987; for administrative regions with more than two items filed, they are arranged in chronological order of promulgation.
This compilation is published in twelve issues annually, with one issue per month. This issue is the fifth of the 2003 series, including 1 decision on legal issues, 2 administrative regulations, 3 regulatory documents, 13 departmental rules filed with the State Council, and 2 judicial interpretations published within April 2003.
