Features: Rural construction is an integrated systematic project, and village construction is a part of it. Achieving a tidy village appearance primarily relies on measures such as village construction and improvement. Village construction refers to the act of building houses and other infrastructure and public facilities on rural land. It emphasizes a process from nothing to something, manifesting as specific actions within the village. Village improvement is a part of village construction, focusing more on organizing and managing existing facilities, emphasizing improvements and renovations based on existing foundations. Old village transformation falls under village improvement. The Ministry of Housing and Urban-Rural Development has proposed the concept of "village improvement" for current rural village construction, emphasizing the improvement of village appearance on existing foundations rather than demolishing and rebuilding. The process of improvement is also the process of village construction. Village planning is the prerequisite for village construction and improvement. The presence of dirty, chaotic, and dilapidated conditions in rural areas is closely related to the formulation of village planning. Enhancing awareness of village planning, promptly formulating village construction and improvement plans, and providing correct guidance for village construction are the pressing tasks to achieve the goal of tidying up village appearances at present.
