Features: Compared to the long history of human civilization, the 200-year history of human rights is merely a fleeting moment. However, in this relatively short period, the concept of human rights has been continuously enriched and expanded, achieving repeated generational refinement and advancement. The practice of human rights has also shown a trend of standardization and universalization, becoming an indispensable value core of national institutional systems. In recent decades, the establishment of national human rights institutions in various countries has further advanced the institutionalized protection of human rights to a new level. The 1993 World Human Rights Conference adopted the "Vienna Declaration and Programme of Action," reaffirming the important and constructive role of national human rights institutions in protecting human rights and calling on governments worldwide to strengthen the development of such institutions. National human rights institutions refer to organizations established by a government in accordance with the constitution, laws, or specific decrees, whose responsibilities lie in promoting and protecting human rights.
