The protagonist, Li Dongfang, faces the severe consequences of performance projects carried out by his two predecessors after succeeding him as the Secretary of the Municipal Party Committee. The international industrial park, which the former Provincial Party Secretary Zhong Mingren had pushed for, turned out to be a garbage park, with frequent severe pollution incidents. The former Vice Governor Zhao Qigong had trapped 30 billion yuan in funds in the new district, nearly bankrupting the local finances. Local township cadres could not pay salaries, 200,000 people were laid off and unemployed, and mass protests erupted. High-ranking officials were corrupt and decadent, with Tian Zhuoda fleeing with 300 million yuan in cash.
Facing the crisis, Li Dongfang endures and, with the unwavering support of his young mayor's assistant, He Jiaguo, works to clean up the mess left by his predecessors' "performance projects." He repeatedly finds himself in political tight spots and dangerous situations.
