Features: This textbook is one of the series of teaching materials for the sub-project "Research and Practice on Major Courses and Main Teaching Content of Financial and Economic Majors" under the project "Research on the Teaching Evaluation and Quality Supervision System for Adult Higher Education in Shandong Province" approved by the Shandong Provincial Department of Education (Project No. J05P06). The revision and writing of this textbook were carried out on the basis of maintaining the framework and characteristics of the first edition, with modifications and additions to some parts of the content. This is mainly reflected in the following three aspects: First, relevant content on fiscal policy was added to make the system of this textbook more complete; Second, some new content was revised and supplemented based on the recent developments in the tax and financial system reforms in the West in recent years; Third, some content was deleted and new content was added based on feedback from the use of the first edition and the needs of adult higher education teaching, enhancing the targeting and adaptability of this textbook.
