Features: Although China's water conservancy work has achieved remarkable results, the quantity of water conservancy infrastructure is substantial, yet the standards are low, and the foundation is fragile. The "bottleneck" in water conservancy development is particularly prominent. Currently, China's water conservancy infrastructure, especially rural water conservancy facilities, are in a state of "insufficient foundation, poor postnatal care, widespread ailments, and unsustainable conditions." As explicitly stated in the "Notice on Establishing a New Mechanism for Farmland Water Conservancy Construction" (Guobanfa[2005]50) issued by the General Office of the State Council, "the decline in farmland water conservancy construction not only directly affects current grain production but also severely restricts the sustained improvement of China's comprehensive agricultural production capacity." Over the past year, in accordance with the spirit of a series of guidelines and policies from the Party Central Committee and the State Council, as well as the goals and tasks outlined in the "National 11th Five-Year Plan," and based on the prospects of China's future economic and social development, we have comprehensively analyzed the relationship between water conservancy development and national economic development, and compiled "Water Conservancy and National Economic Development." This book aims to provide new ideas and initiatives for water conservancy development, creating a new material foundation and making new contributions to the grand goals of building a moderately prosperous society in all respects and developing a socialist new rural.
