Features: The Owners' Committee is a new phenomenon that has emerged in China over the past decade and has increasingly become one of the new subjects in the construction of harmonious communities. Based on the right to common property and community public interest, owners' self-governance represents a new trend in the development of grassroots democracy. Currently, some Owners' Committees are in intense conflict with property management enterprises, developers, neighborhood committees, and the government, while others have actively contributed to building harmonious communities. Based on in-depth investigations, this book employs a institutional analysis approach to conduct a normative analysis of the operation of Owners' Committees, moving from "conflict to order," from four levels: constitutional and legal, collective action, action methods, and operational rules, as well as informal rules. It also provides an in-depth analysis of the two paths—bottom-up and top-down—through which harmonious order is formed. Finally, the book offers policy recommendations to relevant government departments.
