Features: Reforming the traditional social cause governance system to adapt to market economy requirements is an important and unique challenge facing our country. Since the reform and opening-up, China has actively explored reforms in the governance system of social causes. However, overall, reforms in the social cause sector lag significantly behind economic reforms. The government's reforms in social cause governance lack a comprehensive plan, have not broken the pattern of sector-by-sector reform, and the supporting policies are also imperfect. Practice has proven that to establish and improve the socialist market economy system, it is necessary to establish and improve a governance system for social causes that is to it. Based on an analysis of the current state of government governance in social causes in China and the experiences and shortcomings of its reforms, this book fully draws on the experience of public service governance from abroad and redefines the functions of the government in governing social causes at the theoretical level. It ultimately proposes the overall goals of reforming the government's governance system for social causes, the basic approach of reform, and a theoretical model of the government's governance system for social causes under market economy conditions. According to this model, the book proposes establishing a unified government agency for governing social causes—the Public Service Affairs Committee—to oversee the unified management of social causes. In the end, the book uses Chongwen District in Beijing as a specific case study, designs the governance system for social causes in Chongwen District, and conducts preliminary research and exploration on the implementation of this system.
