Features: The "11th Five-Year Plan" Top 10 Key Energy Conservation Projects are an important part of the "Medium and Long-Term Special Plan for Energy Conservation." They have been incorporated into the National "11th Five-Year Plan" Outline. To effectively implement the Top 10 Key Energy Conservation Projects, the National Development and Reform Commission, in conjunction with the Ministry of Science and Technology, Ministry of Finance, Ministry of Housing and Urban-Rural Development, General Administration of Quality Supervision, Inspection and Quarantine, Ministry of Environmental Protection, State Administration of Government Offices, and Central Government Administration Commission, organized the writing of the "Implementation Opinions of the Top 10 Key Energy Conservation Projects under the '11th Five-Year Plan'" (hereinafter referred to as the "Implementation Opinions"). This will play a significant role in implementing the "Medium and Long-Term Special Plan for Energy Conservation" and achieving the national energy conservation goals for the "11th Five-Year Plan." At the request of relevant parties, the Resource Conservation and Environmental Protection Department of the National Development and Reform Commission compiled and edited the project implementation plans prepared by the working groups into the "Reader" (hereinafter referred to as the "Reader"). The "Reader," as supplementary material for the "Implementation Opinions," focuses on introducing the current status and issues of each key energy conservation project, the main energy conservation transformation goals, demonstration projects and key projects, annual implementation plans, supporting policies and measures, etc., for reference by relevant units and personnel when implementing the "Implementation Opinions."
