Features: To enhance the comprehensive production capacity of agriculture and promote the healthy and sustainable development of the national economy, in early 2005, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Further Strengthening Rural Work and Enhancing the Comprehensive Production Capacity of Agriculture." This is the seventh "No. 1 Document" by the Central Committee on the "Three Rural Issues" since China's reform and opening up, and it is a new policy formulated by the Party Central Committee and the State Council to maintain the positive momentum of agricultural and rural development. It has created a favorable development situation in rural areas, led to significant turns in grain production, achieved rapid growth in farmers' income, taken major steps in rural reforms, and made new progress in rural social undertakings. This has played a crucial role in promoting national economic development and maintaining social stability. However, it must be clearly recognized that the deep-seated contradictions that restrict agricultural and rural development have not been eliminated, and agriculture remains a weak link in national economic development. The of rural economic and social development has not fundamentally improved, and rural reforms and development are still in a difficult phase of climbing and breaking through difficulties. The task of maintaining the positive momentum of rural development is extremely challenging. How to maintain the positive momentum of rural development hinges on enhancing the comprehensive production capacity of agriculture. Strengthening agricultural infrastructure construction, accelerating agricultural technological progress, and improving the comprehensive production capacity of agriculture are major and urgent strategic tasks for the current and future period. This is not only the material foundation for ensuring national food security but also a necessary condition for increasing farmers' income; it is both an urgent need to address the prominent contradictions in current agricultural development and a strategic choice to enhance the momentum of agricultural development; it is both a major measure to promote rural economic development and an important guarantee for achieving rural social progress. Grasping this key point means grasping the key to agricultural development; mastering this link means mastering the foundation of agricultural modernization; doing well in this work means laying a solid foundation for the comprehensive construction of a moderately prosperous society in rural areas.
