Features: The 16th National Congress of the Communist Party of China proposed a call for comprehensive innovation, and the "11th Five-Year Plan" for environmental protection should be viewed from the perspective of national strategic height regarding China's environmental issues. It emphasizes making significant efforts to comprehensively improve environmental quality and ecological functions, promoting the sustainable development of the social economy, and meeting the environmental requirements for the comprehensive realization of a moderately prosperous society. This report was compiled based on the preliminary research reports of the aforementioned strategic studies and special planning. During the research period, the Chinese government proposed the goal of building a resource-conserving and environment-friendly society, and the State Council also issued the "Decision on Implementing the Scientific Outlook on Development and Strengthening Environmental Protection." Due to the urgency of time and resource constraints, some thematic studies were not sufficiently in-depth and comprehensive, and there were issues of coordination and alignment with other national departmental planning and research. Additionally, there may be some inconsistencies with the national "11th Five-Year Plan" for environmental protection and special plans that are be approved by the State Council. Therefore, regarding the specific planning targets, indicators, major tasks, and key areas that particularly require declaration, the final official approved planning texts by the State Council and relevant departments shall prevail.
