Features: The emergence of any philosophy is a reflection of the reality of its time. Administrative value research, as a branch of administrative philosophy, neither has nor can it be detached from the reality of administrative values. Currently, administrative value research has entered the scope of vision of administrative academia in both the East and the West. However, what they hold is still largely a subjective value perspective, equating administrative values with administrative value requirements, values, or even ultimate value goal systems. The understanding and research of administrative value issues by academia are still basically in the initial stage. Nevertheless, administrative value issues have increasingly become a topic that cannot be avoided by administrative scholars at home and abroad, and administrative value research is necessary for further in-depth development both in theory and practice. To construct a basic approach and framework for systematic research on this topic, this book proposes the theoretical hypothesis of the historical stage of the evolution of the administrative value system. The so-called historical stage hypothesis refers to the trend that the development and evolution of a specific administrative value system exhibit stage-like characteristics in the evolution of its component structure.
