Features: In today's society, among all media, "system" should be the most frequently mentioned term. In the business world, "system" should also be the most discussed topic among managers. In an era where everyone values management, the emphasis on systems has become a social common sense. Systems can be said to be everywhere and in everything. Especially, the Decision of the Party Central Committee on Several Issues Concerning the Establishment of a Socialist Market Economy System, adopted at the Third Plenary Session of the Fourteenth Party Congress, explicitly stated: "The modern enterprise system with public ownership as the main body is the foundation of the socialist market economy system," and "Establishing a modern enterprise system is an inevitable requirement for developing large-scale social production and a market economy, and it is the direction of reform for our state-owned enterprises." From this point on, Chinese academia vigorously carried out research on the issue of modern enterprise systems. The emphasis on and attention to systems have clearly become a social trend. However, strangely enough, different academic schools in sociology and economics, as well as different scholars, do not entirely agree on the meaning of the term "system." What exactly is a system, and what are its essential characteristics? Currently, people still have diverse views. Even those who often mention "system" in their discussions cannot provide a unified or commonly accepted explanation of what a system is. What is a system? According to the Cihai (Comprehensive Dictionary), the meaning of "system" refers to a set of rules that require members to follow certain procedures. In Chinese, "" (zhi) means restraint or limitation, while "" (du) means a scale or standard. Together, these two characters indicate that a system is a measure that restrains people's behavior. A system can be considered a very broad concept, with its connotations varying in definition, and its expressions having different levels and perspectives. However, at the basic level, it emphasizes that a system is a general term for norms or rules that regulate human behavior. A system is a tool for coordinating interpersonal relationships, a rule or manner of human behavior. In any social form, any individual, organization, association, or even government is part of a specific system, constrained and regulated by it. Systems can range from governing a country, rising to the level of national will; from managing enterprises, becoming the basis for enterprise management; to small-scale contractual relationships between people in daily life, becoming the common rules or behavioral norms that people follow.
