What is the cause of scrotal itching?

Patient's question:

Duration of onset and persistence of the illness: About a week
..I had intense itching on the inner thigh a while ago, which turned out to be tinea cruris (jock itch). It was cured with Clotrimazole. However, at the same time, itching started in the scrotum. Now the scrotum is quite red with a rash-like appearance, and there is very noticeable wrinkling... I am now applying Dexamethasone ointment, but it has not shown significant effectiveness.
What is the condition? How should it be treated??
Thank you!!
