(1) The China State-owned Assets Supervision and Administration Yearbook (hereinafter referred to as the SOA Yearbook) is supervised and organized by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC). It is compiled by the Editorial Committee of the SOA Yearbook and edited and published by the China Economic and Trade Yearbook Press. Comrade Li Rongrong served as the Director of the Editorial Committee.
(2) The SOA Yearbook is a comprehensive reference book that records the operation of China's state-owned economy, the reform of state-owned assets supervision and administration system, and the reform of state-owned enterprises, particularly the overall situation of central enterprises and state-owned assets supervision and administration institutions at all levels across the country. It is the only large-scale annual publication supervised and organized by SASAC. It serves as the main window and platform for SASAC's unified external publicity and communication, providing important reference value for promoting and guiding the supervision and administration of state-owned assets in China and the work of state-owned enterprises, especially central enterprises.
(3) The SOA Yearbook highlights policy relevance, authority, practicality, and continuity. The main target readers include:
(1) State-owned assets supervision and administration institutions at all levels across the country and relevant industry management departments;
(2) Various types of state-owned enterprises;
(3) Relevant intermediary institutions;
(4) Foreign missions in China;
(5) Research institutions, libraries, and archives.
(4) The SOA Yearbook (2006) consists of eight sections.
□ Section 1: Important Economic Documents. It publishes 3 speeches by Comrade Huang Ju and Comrade Li Rongrong at the National State-owned Assets Supervision and Administration Work Conference and the Central State-owned Enterprise Leaders' Meeting.
□ Section 2: Overview of State-owned Assets Supervision and Administration. The 17 business divisions of SASAC analyze and comment on the state-owned assets supervision and administration and the reform and development of state-owned enterprises in China in 2005.
□ Section 3: Overview of State-owned Assets Supervision and Administration in Provinces (Autonomous Regions, Municipalities). The State-owned Assets Supervision and Administration Commissions of 31 provinces, autonomous regions, and municipalities, the State-owned Assets Supervision and Administration Commissions of the Xinjiang Production and Construction Corps, and the State-owned Assets Supervision and Administration Commissions of 5 planned single-track cities (offices) and some sub-provincial cities comment on the operation of state-owned economies and the reform and development of state-owned enterprises in their respective regions. Due to the relatively late establishment of the State-owned Assets Supervision and Administration Commissions of planned single-track cities and sub-provincial cities, this section only publishes the overview of state-owned assets supervision and administration for 4 planned single-track cities and 3 sub-provincial cities.
□ Section 4: Overview of Reform and Development of Central State-owned Enterprises. It analyzes and comments on the economic performance, key financial indicators, preservation and appreciation of state-owned assets, property rights reform, and enterprise management of central state-owned enterprises in 2005. Due to confidentiality concerns regarding some military enterprises and the ongoing restructuring and transformation of certain enterprises, this section only publishes the overview of reform and development for 131 central state-owned enterprises.
□ Section 5: State-owned Assets Statistical Data. Provided by the Statistics and Evaluation Bureau of SASAC, it includes comprehensive, industry, and regional analyses of the number of state-owned enterprises, number of employees, total state-owned assets in China in 2005; comprehensive, industry, and regional analyses of the debt and equity of state-owned enterprises; regional analyses of the number of employees, total state-owned assets, and debt and equity of state-owned industrial enterprises; regional analyses of the number of employees, total state-owned assets, and debt and equity of state-owned commercial enterprises; and key indicator tables of state-owned enterprises in provinces (autonomous regions, municipalities).
□ Section 6: Selected Policies and Regulations on State-owned Assets Supervision and Administration. It selects important administrative regulations, departmental rules, and regulatory documents related to state-owned assets supervision and administration.
□ Section 7: Introduction to Key Enterprises. It publishes basic information on central state-owned enterprises and key local enterprises in a (illustrated) format.
□ Section 8: Appendices. It includes the major events of SASAC in 2005, lists of state-owned enterprises supervised by State-owned Assets Supervision and Administration Commissions in provinces (autonomous regions, municipalities), image displays of local state-owned assets supervision and administration institutions, information on intermediary institutions, and the lists of the Expert Committee and Council of the SOA Yearbook.
(5) The SOA Yearbook (2006) includes national-level statistical data but does not cover Hong Kong, Macao, and Taiwan. The statistical data is as of the end of 2005.
(6) The lists of the Editorial Committee of the SOA Yearbook, the directors of local State-owned Assets Supervision and Administration Commissions workstations, and the liaison officers of central state-owned enterprises are as of the date of manuscript completion.
