Does the foreskin have to be cut off?

Patient's question:

Detailed medical condition and purpose of consultation: The penis has phimosis, mostly appearing like a child's, sometimes normal. Erection is 8-9 cm, the foreskin cannot be retracted on its own but can be pulled down. Sexual intercourse duration is only one minute.
Please ask if this meets the physical examination standard:
Genital organ deformities or underdevelopment affecting function, undescended testicles, disqualification.

Doctor's answer:

Hypospadias or phimosis can affect the growth and development of the penis. During puberty, if the glans is tightly covered by the foreskin and lacks the necessary external stimulation, the development of the glans is significantly restricted, leading to a noticeably smaller circumference of the glans crown after the sexual organs have matured, which affects sexual pleasure. In adults, phimosis can hinder normal sexual life. Particularly for men with excessively tight foreskin circumference, if the foreskin cannot be retracted and is tightly trapped at the corona, it results in paraphimosis, causing great pain. In severe cases, the glans may swell due to poor blood flow, and in extreme cases, it may even lead to glans necrosis.
