Features: The Legal Master Entrance Examination is a selective examination uniformly implemented by pilot institutions for the National Legal Master Professional Degree. The purpose of the training program is to cultivate a large number of applied and composite legal talents with both mastery of their own professional knowledge and legal expertise, capabilities, and qualities. It aims to scientifically regulate the enrollment, training, and process of Legal Master Professional Degree education, further improve China's training structure and degree system for high-level legal talents, and enable legal graduate education to meet the diverse urgent needs of high-level legal talents in various fields of China's legal practice, political life, economic life, and social life. Strengthening the assessment of relevant abilities and developmental potential for legal work is a prominent feature and fundamental working approach of the entrance examination.
To meet the demand for high-level applied legal talents in China's socialist market economy and rule-of-law governance, the 13th meeting of the State Council Academic Degrees Committee in 1995 approved a report on the establishment of the Legal Master Professional Degree. In June 1999, the Office of the State Council Academic Degrees Committee and the Legal Education Department of the Ministry of Justice forwarded the "Guiding Training Program for Graduate Students of the Legal Master Professional Degree," revised by the Secretariat of the National Legal Master Professional Degree Education Guidance Committee. In 2005, the joint examination for the enrollment of graduate students pursuing the Legal Master Professional Degree (academic education) was piloted by the joint efforts of the pilot institutions.
Legal Master Professional Degree graduate education does not admit undergraduate law majors (including those with equivalent qualifications) but only non-law graduates with a bachelor's degree from the national education system (or those with equivalent qualifications). The rationale for this measure is that Legal Master Professional Degree education is a crucial channel for cultivating high-level applied and composite legal talents, and increasing the training of such talents is an important task of legal graduate education. This reform measure helps maximize the social benefits of legal higher education resources, fully leverage the special educational functions and roles of the Legal Master Professional Degree, and also facilitates the organizational work of pilot institutions during the training process. For law undergraduates, it is encouraged to apply for postgraduate studies in law. Employees who meet the criteria can apply for the part-time Legal Master Professional Degree program.
The Legal Master Entrance Examination includes two subjects: Professional Foundation (covering Criminal Law and Civil Law) and Comprehensive Subjects (covering Jurisprudence, Constitutional Law, and Chinese Legal History), each worth 150 points. Currently, 39 universities have been approved by the Ministry of Education to enroll Legal Master students, and the number of applicants has been increasing year by year. The Ministry of Education decided to transfer the work of the Legal Master Entrance Examination from the National Legal Master Professional Degree Education Guidance Committee to the National Education Examination Center starting from 2004, marking a new phase for the Legal Master Entrance Examination.
According to the requirements of the National Education Examination Center, the Legal Master Entrance Examination not only assesses candidates' legal knowledge but also their ability to apply fundamental knowledge and principles of related disciplines, accurately use legal language, and demonstrate legal thinking skills such as logical analysis, reasoning, and argumentation.
