Features: This standard is a guiding standard, applicable to the cleaner production audit and assessment of cleaner production potential and opportunities for enterprises that use coal, oil, or hydrocarbon-containing gases as raw materials to produce products such as synthetic ammonia, urea, and ammonium bicarbonate. It also covers the evaluation of cleaner production performance and the announcement system for cleaner production performance of enterprises. Based on meeting national and local environmental standards, this standard is formulated according to the current industry technology, equipment level, and management level, and is divided into three levels: Level 1 represents advanced international cleaner production standards, Level 2 represents advanced domestic cleaner production standards, and Level 3 represents basic domestic cleaner production standards. With continuous technological advancement and development, this standard will be revised regularly, generally every three to five years.
According to the general requirements of cleaner production, cleaner production indicators are generally divided into six categories: process and equipment requirements, resource and energy utilization indicators, product indicators, pollutant generation indicators (before end-of-pipe treatment), waste recovery and utilization indicators, and environmental management requirements. Considering the characteristics of the nitrogen fertilizer manufacturing industry, this standard defines five categories of cleaner production indicators for the nitrogen fertilizer manufacturing industry: process and equipment requirements, waste recovery and treatment requirements, resource and energy utilization indicators, pollutant generation indicators (before end-of-pipe treatment), and environmental management requirements.
