1. This book records the main operational and developmental aspects of national government procurement from January 1 to December 31, 2004, and includes important documents and materials related to government procurement throughout the year.
2. As the Xinjiang Production and Construction Corps is a central unit and not included in the national provincial administrative divisions, its contributions will no longer be included in the "Overview of Local Government Procurement Work" section in the future.
3. In the "Selected Regulations" section of this book, "National Regulations and Documents" are arranged by the issuance of documents from the General Office of the State Council and the Ministry of Finance. Within the Ministry of Finance documents, the sorting follows "Cai" and "Cai," each further sorted by issuance date.
4. The statistical data in the "Statistical Data" section are provided by the State Treasury Department of the Ministry of Finance.
5. To facilitate reader use, this book combines government procurement-related institutions and government procurement information media into the same section.
6. To make the arrangement of the book more rational, compared to previous years, the order of the sections in this book has been adjusted. Any inconvenience caused by this adjustment is sincerely regretted.
