Features: The purpose of the Xingbian Fumin Action is to enrich the people, develop the borders, strengthen the nation, and foster friendly relations with neighbors. It addresses many issues and carries a heavy task. Summarizing the experience of pilot work, it is necessary to integrate the advancement of the Xingbian Fumin Action with the grand goal of building a moderately prosperous society in all respects. More effort should be focused on enriching the people. People-centeredness is the core and essence of scientific development, and it is the starting point and destination of all our work. Promoting the Xingbian Fumin Action should be based on the fundamental interests of all ethnic groups in border areas, striving for development and improvement, with the primary goal of continuously enhancing the production and living conditions, as well as the living standards and quality of people in border regions. Enriching the people is not only about economic prosperity and a fulfilling life but also includes the comprehensive improvement of spiritual life and personal qualities.
