The Scientific Development Outlook is an important guiding ideology that must be adhered to in building a moderately prosperous society in all respects and advancing modernization. Adhering to a people-centered, comprehensive, coordinated, and sustainable development outlook is a major strategic thought and guiding principle we have proposed, guided by Deng Xiaoping Theory and the Important Thought of Three Represents, further summing up the historical experience of China's modernization, and based on the overall development of Party and state affairs in the new century and new stage. The various contradictions and problems in China's economic and social development reflect that many aspects of economic work do not yet meet the requirements of the Scientific Development Outlook. Practice has fully proven that the Scientific Development Outlook is in line with China's actual conditions and is an important guiding ideology that must be adhered to in building a moderately prosperous society in all respects and advancing modernization. Establishing and implementing the Scientific Development Outlook is a major revelation drawn from experience in all aspects. Experience shows that the development outlook a country adheres to has a significant impact on its development, and different development outlooks often lead to different outcomes. The Scientific Development Outlook summarizes the successful experience of China's reform and opening-up and modernization over the past 20-odd years, draws lessons from the development experiences of other countries in the world, generalizes the important insights gained from overcoming the SARS epidemic, reveals the objective laws of economic and social development, and reflects the Party's new understanding of development issues. Through the fight against atypical pneumonia, we gained an important insight: attention must be paid to coordinated development. The imbalance between urban and rural development and between economic and social development is like a person with one leg longer than the other—inevitably leading to a fall. Establishing and implementing the Scientific Development Outlook requires, first and foremost, a comprehensive and accurate grasp of its profound connotations and basic requirements. Adhering to a people-centered approach means taking the all-round development of people as the goal, planning and promoting development based on the fundamental interests of the people, continuously meeting the growing material and cultural needs of the people, effectively safeguarding their economic, political, and cultural rights and interests, and ensuring that the fruits of development benefit all the people. Comprehensive development means taking economic construction as the center, comprehensively advancing economic, political, and cultural development, and achieving comprehensive progress in the economy and society. Coordinated development means coordinating urban and rural development, regional development, economic and social development, the harmonious development of people and nature, and domestic development and opening-up to the outside world. It also means advancing the coordination between productivity and production relations, the economic base and the superstructure, and the various links and aspects of economic, political, and cultural development. Sustainable development means promoting the harmonious development of people and nature, achieving coordinated economic development, population, resources, and the environment, adhering to a civilized development path of production development, a prosperous life, and a sound ecological environment, and ensuring the sustainable development from generation to generation. All Party members must deeply recognize the significant importance of establishing and implementing the Scientific Development Outlook from the strategic height of implementing the Important Thought of Three Represents and the spirit of the 16th National Congress, and from the strategic height of ensuring the realization of the grand goal of building a moderately prosperous society in all respects in the new century and new stage. They must firmly establish and implement the Scientific Development Outlook to better fulfill the historical tasks we shoulder in the new century and new stage.
