Features: The constraints of resources and environment faced by China's industrial development are more significant than in any other country in the world. Population and natural resource conditions do not constitute an absolute obstacle to China's industrial development, and in many aspects, China's resource conditions have certain advantages. However, China does not have a particular resource abundance advantage. With a large population and relatively insufficient per capita resources, it is a fundamental national condition. The constraints on large-scale consumption define the boundaries. Reserves, investment, production capacity, and prices are the four basic levels of industrial resource issues, among which the price characteristics of different resource products are the core of resource supply and demand issues. For the current and future industrial resource shortages crisis China faces, there are three main issues: price problems, production capacity and investment problems, and natural reserve problems. Historically, the balance between industrial development and environmental quality must be a combination of idealism and realism. The fundamental question is: industrialization is an efficiency-driven market competition process, and it is also a process of international and global competition. Ultimately, competitiveness determines survival, development, environmental quality, and feasible standards.
