Real estate registration is a fundamental legal system that publicly declares the ownership and changes of real estate rights, safeguards the security of real estate transactions, and protects the legitimate rights and interests of real estate rights holders. Formulating and improving the legal principles of real estate registration plays a crucial role in the healthy and orderly development of the real estate industry. Currently, some countries with relatively sound civil legal systems have widely established real estate registration systems and have developed systematic and comprehensive legal norms. Although China has not yet formulated specialized and systematic legal norms for real estate registration, laws such as the Land Administration Law, the Urban Real Estate Administration Law, and the Guarantee Law have explicitly established registration systems for real estate rights, including land use rights, house ownership, and real estate mortgage rights. To adapt to the reform of the Shanghai real estate system and the development of the real estate industry, the city has gradually carried out real estate registration work since 1985.
